Here is a list of some current types of raffles that are legal in at least one state in the US.
Clearly a cultural norm that would be difficult to approve in a state that has not seen these type of events. I find these raffles not only amusing, but somewhat intriguing. There likely is no economically viable means of converting these types of raffles to an electronic raffle system, (if they even are raffles and not just games of chance) however I find raffles that attach themselves to real life phenomena more interesting than just pulling numbers from a hat.

Below is a list of approved alternative methods of determining winners as categorized by the state of Minnesota.
Winner's Choice Raffle
GAME CONCEPT: The method of determining the winning ticket(s) would involve a series of random methods of selection based on an initial simple drawing of eligible tickets and progresses to the selection of sealed envelopes chosen by the qualified (winning) finalists to determine the prize. The game concept and method of selection could be used at many venues (sporting events; community festivals; social fundraisers; etc) as long as the multiple events of random selection are used.
U-Pick Raffle
GAME CONCEPT: The raffle involves participants purchasing a chance to earn a prize. Participants randomly select a sealed envelope or package which contains a description of the prize. All participants will be given a chance to select an envelope or package but not all envelopes or packages may include a prize. Major prizes must be posted.
Bucket Raffle
GAME CONCEPT: The Bucket Raffle involves multiple prizes with each prize having its own bucket (receptacle) for the deposit of tickets based on the participant’s choice. The prizes may vary in value but each prize value must be publicly stated and correspond to a specific bucket [i.e. Bucket #1: 32” color TV ($500); Bucket # 2: 4 tickets to Twins ($400); etc]. A participant is free to choose whatever bucket/prize by including the bucket # on their stub if the participant will not be present for the drawing or by personally dropping their stub in the bucket of their choice. Once the sale of tickets has been closed and all sold tickets deposited in respective bucket, a non-participating person selects a winning ticket from each bucket.
Cow-a-bunga Bingo Raffle
GAME CONCEPT: Tickets could be sold like any regular raffle activity and each ticket would be assigned by event organizers to a specific grid location on a “drop area”. The method of determining the winning entry would be based on the random dropping of a cow pie or by a drawing if a cow pie does not materialize within the allotted timeframe for the event. The grid containing the largest amount of the cow pie as determined by independent judges would be the winner.
Elimination Raffle
GAME CONCEPT: The raffle tickets may be sold like any regular raffle activity. The method of determining the winning ticket(s) involves a process of elimination. Based on the number of tickets available for sale, a series of “elimination rounds” commences and ultimately leads to a single winning ticket.
Flower Raffle
GAME CONCEPT: The raffle involves participants purchasing a chance to earn a prize. Flower stem bottoms are issued a color, number, or other designation to reflect a pre-determined prize amount. The flowers tops are then numbered and displayed for all the participants. The stem bottoms are concealed from view. Participants purchase a chance to select a number from a container. The participant draws a number randomly from a container and is issued the corresponding pre-numbered artificial silk flower. The participant then views the stem bottom to determine their prize.
Golf Ball Drop
GAME CONCEPT: Participants “adopt” a golf ball by evidence of a corresponding certificate of participation or raffle ticket. All adopted (sold) golf balls will be dropped from an elevated receptacle over a designated area (practice green on a golf course) at the date and time specified on the certificate or ticket. The first ball, if any that goes into the designated hole on the green wins the grand prize. If no ball enters the hole, the closest ball to the hole wins the grand prize, and consolation prizes may be awarded based on distance from the hole.
Heads or Tails Raffle
GAME CONCEPT: Tickets could be sold like any regular raffle activity but this raffle works best if tickets are sold only at the event. The method of determining the winning ticket would involve a process of elimination based on the flip of a coin. A series of “elimination rounds” would commence and ultimately lead to a single winning ticket/player.
Last but not Least Raffle
GAME CONCEPT: The method of determining the winning ticket would involve a process of elimination based on a simple drawing of eligible tickets and the last ticket drawn would be considered the winner of the top prize. As tickets are selected from a receptacle, a display board would publicly show the status of the tickets/participants eliminated or remaining in the drawing.
Ping Pong Ball Raffle
GAME CONCEPT: Participants purchase a raffle ticket or certificate of participation for entry into the raffle. The corresponding numbered ping pong balls, all of equal shape, size, and weight, are placed into a container from which winners are selected.
Prop, Drop and Win Raffle
GAME CONCEPT: Tickets could be sold like any regular raffle activity and each ticket would be assigned by event organizers to a specific grid location on a “drop area”. The method of determining the winning entry would be based on the random dropping of an object (marker) from a device above the grid area. The winning grid is determined based on where the marker lands and remains without interference. If the marker lands on more than one grid, the grid with the largest coverage as determined by the judges will be the winner. In the event that weather or other factors prohibit this random method of selection, all entries in the raffle will be placed in a receptacle and winning tickets will be drawn by event organizers.
Wine Pull
Game Concept: The raffle involves participants purchasing a chance to earn a prize. Participants purchase a chance to select a wine bottle cork from a container. The corks are uniform in size and shape. A number is printed on each cork which corresponds to a pre-numbered bottle of wine. The participant draws a number randomly from a container and is issued the corresponding numbered bottle of wine.
Duck Race Raffle
Game Concept Participants “adopt” a rubber duck by evidence of a corresponding raffle ticket or a certificate of participation. The ducks, all of equal size and shape, are dropped into a moving body of water and the first duck to cross the finish line wins (subsequent finishers may receive consolation prizes).
DUCK POND RAFFLE
Game Concept: Participants “adopt” a floating rubber/plastic duck by evidence of a corresponding raffle ticket or a certificate of participation. The ducks, all of equal size and shape and each with a unique number permanently imprinted, are dropped into a container of water sufficient to hold all the ducks. After the ducks are in the container, they will be randomly dispersed (by paddle) in the container. One by one, ducks will be drawn from the container and publicly announced by an individual who is ineligible to enter the contest. The order by which the ducks are removed from the container will be the order of prizes won (1st selection wins top prize, 2nd selection wins the 2ndbiggest prize, etc.) If a selected duck is determined to be “unsold” then the next available prize will go to the next selected duck.
